The IRP is not an unknown abbreviation as it involves international in its name. But still, many may not know about the working and history of IRP and, especially, if you are a trucker who operates interstate and across borders for commercial purposes, you must know and understand the detailed working of the IRP. What is an IRP?

The IRP stands for International Registration Plan, and it has been signed between the forty-eight states of the US, Districts of Columbia, and ten Provinces of Canada. The agreement was signed to give recognition to each participating jurisdiction by all the participating jurisdictions. Because before the establishment of the IRP, truckers, or the owners and operators of CMVs, used to pay taxes to each jurisdiction which they pass through while traveling interstate or across borders. Since the introduction of the IRP, the owners only have to register in their base jurisdiction, or one of their neighboring states, if their state does not recognize IRP, plus they have to keep the record of their travel details of the States that they traveled through. After registering in your base jurisdiction for IRP, all you have to do is pay taxes to your base jurisdiction annually, and it will automatically pay the apportioned taxes to the states you traveled through.

History Of IRP

IRP has a long history, but all backstories of IRP might become irrelevant here, so I have mentioned just the relevant ones. I am going to tell you just the most important events from the history of IRP, which might help you understand the IRP a little better.

Though the history of IRP starts from the year 1968, the vital developments towards the formation of IRP, started from 1972 and on-wards. In 1972, an Ad Hoc Committee named ‘the National Proportional Registration’ was formed at the 1972 AAMVA International conference. Then in 1973, the ‘National Proportional Registration’ was renamed as the ‘International Registration Plan’. In 1974, IRP became international when Alberta became the first Canadian province to sign it. At last, in 2011, the IRP became an independent entity, no longer chaired by the AAMVA.

Who has to register for IRP?

The following classes of vehicles that travel interstate and across borders for commercial purposes have to register for IRP:

  • Vehicles that have a gross vehicle weight of more than 26,000 lbs.
  • Vehicles powered by three or more axles.
  • And, Vehicles that contain two axles and have a gross vehicle weight of 26,000 lbs and more have to register for the IRP.

There are also some exceptions to these categories, like government-owned vehicles, recreational vehicles, and vehicles displaying restricted plates.
