The Unified Carrier Registration (UCR) program replaces the single state registration system. Every trucking company that operates in interstate commerce must pay annual fees based on its fleet size to supplement funding for state highway motor carrier registration and safety programs but to do so you first have to apply for a UCR Permit.

All private, for-hire, or exempt, vehicles must register for UCR, Unified Carrier Registration program, and pay fees through their Base State that works on behalf of participating states. However, if your base state doesn’t participate in this program, you can apply for the UCR Permit, and pay fees, in a neighboring participating state. The states that don’t participate in UCR are:

  • Arizona
  • Florida
  • Hawaii
  • Maryland
  • Nevada
  • New Jersey
  • Oregon
  • Vermont
  • Wyoming
  • Washington D.C
